In the beginning, Naruto was sent to the city by the Third Hokage.
They have already been living in pretty much "modern" time.
The ninjas just pretty much live in like secluded areas from the cities.
So it's not weird for Naruto to have a laptop and to see cities and skyscrapers in the background.
If I remember correctly, I hope this wasn't just a side-story.
