Probably because when raws are posted, people complain bitterly about not being able to understand them, just like people complain when there are raws available but not posted. It is a no-win situation for the site managers. At least, it seems to be the pattern here.
Plus, it's not uncommon for trolls to bash scan groups when they put up raws and translations...
i wonder why the scanlation groups won't just get the raws here.. its freakin free they just have to thank the site or the uploader of the raw... some of the yaoi has complete raws here for cryin' out load!!!
