The Maderame family is something like royalty within Japan. As royalty they are invited to many sociable events like the coming of age Kunimase went to. One of their duties is to protect the prince which happens to be a mermaid. Mermaids were never supposed to live on land and that's why most of their existence appear just like "soul appearance" does, the problem is that because they don't have a body to hide their soul appearance to begin with, their soul simply floats without order. You can see that he himself say that "I was floating like bubble of air" means he had no borders of "body" like normal people have. Shinobu is expert when it comes to teach people how to control their soul appearance so Makio (Shinobu's father) sent him instead of herself because it was a bother for her to come all the way to wherever it is (I think Europe) to teach this mermaid prince how to control himself in order to eventually let him out of the palace.

Shinobu's father is not Makio. It is confirmed that his father is Makio's father. They are siblings
one small correction, makio is not really the father of shinoubu. his father is kunimistu (makio's father)
The name was the reason I never read this!! But its so good!!! Really want to know what happens with norio and I didn't get the part with the mermaid...
