Yes. Sebastian's been shown to have emotion unlike in the "Thing that Should Not Be Mentioned.". He's shown worry over his master, anger, seduction, and his love (mostly over cats). The ship arc is probably the best place to view some of his emotions.
Well, he said he couldn't have any emotions that could make him cry. So at least there are some emotions he can't possibly express.

Ah, I forgot to answer that part of the question.. Thanks for reminding me Lightasus. I think he is too, that wolf carrying her at the end, and the hints beforehand gives it away. I also think Wolf and Sullivan have a similar relationship like that of Ciel and Sebastian.
It's mentioned numerous of times that Sebastian can't feel human emotions...but what do you call his fetish with cats? (I call it admiration of furry creatures, aka he can care for something, but I would infer that he choose not to).
I think Wolf is a borderline father figure to Sullivan.
I think that he does have emotions, he just keeps them under wraps.
